It is a universal procedure in the hotel industry that prices are increased when demand is high on special occasions. On these occasions excessive noise is un avoidable.
That's a reasonable price at the Arms anytime, unless you book a special online offer. During Race Week the hotel's the unofficial HQ for the event, and the place is always jam-packed, like the town itself. I think you do have to take this (and ditto for Writers' Week) into account if staying in Listowel; it's not the hotel's responsibility, to my mind. At least revellers in the Arms are a civilised bunch of enthusiasts, and there's no risk of unruly behaviour! But it's better to find a guest house that isn't situated in the eye of the storm..
(Re upping prices: hotels and bars in Cork are notorious for this during the Jazz Festival, whereas it seems the Arms aren't guilty)
